Colonel Mark D Baxter
Colonel Mark Baxter assumed his current position as the chief of Staff on July 22, 2015. He was born and raised in Upstate New York.
He was commissioned in the United States Army after graduating from Clarkson College of Technology with a Bachelor of Science degree in Electrical Engineering.
Colonel Baxter has served in a wide variety of Signal Corps assignments over the last 27 years. His career started with the 235th Tactical Satellite Company where he served as Platoon Leader, Property Book Officer, Maintenance Officer and as the Company Executive Officer. After serving as the Aide-de-Camp for the post Deputy Commanding General, he commanded Alpha Company, U.S. Army Garrison, at Fort Monmouth, New Jersey. Colonel Baxter’s next assignment was in Korea as the Executive Officer of the Defense Information System Agency Field Service Office. Mark then served within Headquarters, U.S. Space Command J-6 as the Chief, Quality Assurance for the Space and Missile Warning Center, Cheyenne Mountain. Colonel Baxter returned to the Pacific as the Executive Officer for the 58th Signal Battalion in Okinawa, Japan. He then served his third joint tour in Hawaii at Headquarters, Pacific Command where he served as the Chief, Command Center Improvement Program, Navy-Marine Corps Intranet Transition Manager, and the Branch Chief of the Information Assurance Plans and Policies Branch. Colonel Baxter’s next assignment was as the S-3 of the 11th Signal Brigade in Fort Huachuca, Arizona. Mark then served in Afghanistan as the Mentor to the Afghan National Army G-6 and the C/J-6 of Office of Military Cooperation-Afghanistan. Colonel Baxter’s first European tour was in Brussels, Belgium, where he worked as a Project Manager with North Atlantic Treaty Organization delivering Information Technology capabilities to the International Security Assistance Forces in Afghanistan. After commanding the 69th Signal Battalion in Grafenwoehr, Germany, Colonel Baxter served for another year in Afghanistan as the Headquarters, International Security Assistance Force C/J-6. Colonel Baxter then served as the U.S. Army Europe, Assistant Deputy Chief of Staff, G-6, in Heidelberg, Germany, and then Commander of the 21st Signal Brigade in Fort Detrick, Maryland.
Colonel Baxter’s military schooling includes The Army War College, Joint Professional Military Education Phase II, Command and General Staff College, Joint Space Fundamentals and Joint Intel Space Operations Course, Space Control Qualification Course, Combined Army Services Staff School, Signal Officer Advanced Course, and the Signal Officer Basic Course. He also holds a Master of Science degree in Telecommunications and a Master’s Degree in National Security and Strategic Studies.
His military decorations include the Legion of Merit with 1 Oak Leaf Cluster, Bronze Star with 1 Oak Leaf Cluster, the Defense Meritorious Service Medal with 2 Oak Leaf Clusters, the Meritorious Service Medal with 3 Oak Leaf Clusters, Joint Service Commendation Medal with 1 Oak Leaf Cluster, the Army Commendation Medal, Ranger Tab, Parachutist Badge, and the Air Force Space Operation Badge.
